A highly significant moment: UN member states finally agreed on a treaty to protect the high seas. The high seas covers almost two-thirds of the ocean that lies outside national boundaries historic, and the treaty brings a legal framework for establishing vast marine protected areas (MPAs) to protect biodiversity. It will establish a conference of the parties (Cop) that will allow member states to be held accountable on governance issues.
